Little is known on how these funds are spent.

According to NGOs, eg. Frente Hemisferico por la Libertad, aid often ends up in the hands of Cuban #Communist Party's upper echelons, police & military forces & is spent on oppressive tools used against protesters. By this 🇪🇺 contributes to strengthening the totalitarian regime.

We asked the COM in a written question:
1. How does it monitor to what purpose the #EUfunds were spent & that they were not used to strengthen the oppression?

3. Will the EU uphold the essential elements clause of PDCA and respond to EP’s call to trigger Article 85(3b) and put conditionality into practice due to the deterioration of the situation?
We should receive an answer in 6 weeks, I will keep you updated.
