It is of vital importance to recruit, train and retain public health professionals; attract young professionals, especially as the current workforce is ageing, as well as plan for surge capacity when responding to a crisis.

2⃣ - Improvements & investment in preparedness planning + a formalised decision making & crisis management structure supporting intersectoral work.
Legislation governing the control of communicable diseases should be updated & take on board ethical considerations & human rights.

In addition, institutions need to develop robust but agile systems to collect and analyse different types of data in support of policy decisions and to dynamically adjust measures to control infectious disease outbreaks.
