Unlike the paramilitaries, the RUC were subject to rules designed to minimise casualties. Hence the numbers. Of the 3,500 Troubles fatalities, 60% were killed by republican terrorists, 30% by loyalist terrorists and 10% by the security forces. The police killed 50 but lost 319.
