I didn't design this scheme: the legislation was brought via Westminster by the SoS.

The alternative to progressing the scheme was for no-one to have any support. I couldn't let that happen.>

The challenges that applicants are facing currently owe more to the scheme designed by the SoS than the delivery company.

@JuniorJohnson @Justice_NI @healthdpt At the moment, the budget is set by the Secretary of State, @chhcalling. How to live within it is being left to Permanent Secretaries, who have very restricted options.

As for who to be angry with? I'd say those who are blocking formation of an Executive and Assembly.
