@gawanorniron The protocol is a reserved matter. Cross community consent has never applied to those otherwise Brexit couldn't have happened.
How cross community consent is determined already has two option in law: both discount cross community votes, now nearly 20% of MLAs.
It needs fixed.

People might well want that but the law is clear: I cannot interfere in individual investigations or court proceedings.
The whole purpose of separation of powers is to ensure that policing and courts are not politicised.
@Siema_skip @wheelpump @Irishbaldy2 Most of the licences are served at this stage. Those on life licence would need to commit or be deemed at risk of committing another offence. The Parole Commission would then recommend their recall.

Reform is the only way to save the institutions: without it, the two largest parties will simply keep crashing it against the rocks until there's nothing left to salvage.
