@JimMcLe75772507 @AgentP22 The interpretation of the law is clear, it shouldn’t be a blocking mechanism but an enabling one.
This is why it was never used before despite most bills if not all passed at Holyrood and Westminster had consequences for both reserved and devolved powers.

Donald Dewar created the section 35 to enable cross-border problems to be resolved, not to be used as a wrecking ball to destroy the foundations of the Scottish Parliament.
