All the “meat”, by which you are heartened, is a red herring.

The operative provisions will require further acts of Parliament to get anything done.

In short, the Bill does not in any way change the Protocol at this point in time.

It will, however, cause great consternation and upset with the EU, Tory Remain MPs and the media.

There are in fact no provisions in that Bill which would, if passed, immediately remove/ alter parts of the Protocol. Everything is to be done at some later unspecified date subject to new regulations.

It contemplates ditching EU State Aid laws, VAT rates and removing the supremacy of the ECJ but does not actually do this. Instead, the UK govt is given the right to do this at some later unspecified date subject to the passing of new regulations.

My take on the NI Protocol Bill:

It declares in favour of the Act of Union but there is no operative provision bringing NI onto an equal footing with GB. Indeed the Bill contemplates ongoing differences between NI and GB. So that declaration is somewhat hollow.
