The more I reflect on it the more certain I become that the Northern Ireland Protocol Bill is another one of @BorisJohnson’s tricks.

Clause 15 is governed by these two latter clauses.
Clause 23 makes it clear that no regulation which seeks to vary a past act of Parliament may be passed without first being laid before Parliament.

Of course article 16 works. The govt is not invoking it because it hasn’t the courage to do so.

The passing of the Bill would NOT breach international law. It would empower the govt (subject to further legislation) to vary the Protocol. It would not automatically vary it.

@thecarolemalone What we are experiencing now are the massive adverse consequences of lockdowns. They didn’t just rob us of our civil liberties, they trashed supply chains and the economy. Our govts laid no plans to head off these problems as we unlocked. They’re still sitting on their hands
