I certainly hope it is not true. There would be huge implications for Ukraine domestically and internationally. Political and humanitarian. Usually prisoner exchanges involve a temporary ceasefire. Russia could have made a mistake and not informed.
Also given the wrong number. Either way they are taking advantage.
The sooner it is sorted the better.
