The Protocol allows for unilateral action if there is trade diversion - which there plainly is. Any counter-measures must be “strictly necessary to remedy the imbalance”. It cannot be repeated too often. The UK has never had the slightest intention of raising border infrastructure in Ireland. It is the EU that says that a border is necessary to preserve the single market. The row is about how far the UK should go to accommodate its neighbour.
