Therefore, the likelihood of a formal Treaty revision appears modest today, even (or especially) if it will be coupled with the enlargement process.

It appears instead that only an incremental, possibly phasing-in accession of new members may over time lead to some reform of the ‘rules of the game’. Regardless of the actual reforms, the original commitment towards citizens’ involvement in EU reform got lost along the way.
