Reform to create specialist hubs, properly resourced, will provide actual access for people.

At no stage did I propose reduced access, as you suggest, but fairer access.

We've set out plans to reform how we pay for domestic water/sewerage. The introduction of standalone household charges would be off-set by commensurate rate reduction but allow a mutualised NIW to leverage additional investment.
