I also said that we recognise that the collapse of the UGS service in the SWAH wasn't as the result of reform and that we aspire to see it restored safely.

Reform to create specialist hubs, properly resourced, will provide actual access for people.

At no stage did I propose reduced access, as you suggest, but fairer access.

We've set out plans to reform how we pay for domestic water/sewerage. The introduction of standalone household charges would be off-set by commensurate rate reduction but allow a mutualised NIW to leverage additional investment.
