While supervised drug consumption rooms have become a more accepted harm reduction response, establishing them remains problematic in some countries. In 2022, 9 EU countries & Norway had operational facilities.

Indexed trends show that the quantities of all drugs seized in the EU increased between 2011 and 2021. The largest increases: cocaine (+416 %), herbal cannabis (+260 %), methamphetamine (+135 %), heroin (+126 %), MDMA (+123 %).

Opioid use was reported as the main reason for entering specialised by 71 000 clients in 2021. Heroin was the primary drug for 74 % of the 16 000 first-time entrants who reported an opioid as their main problem drug.
