Without sanctions, Russia would “have its cake and eat it”. With sanctions, it will be forced to “choose between butter and guns” locking Putin in a vice that is gradually tightening. The price of Russia’s break with the international order will be very high.

Our sanctions have already major effects on Russia in strategic sectors: defence, oil and car industry, airlines. Even if sanctions do not change the Russian trajectory in the short-term, they deprive Russia from many resources to wage its war.
