This is not a theoretical problem: over 120,000 Israelis are still refugees in their own country, evacuated from their homes on the Lebanese and Gazan borders. Hundreds of thousands more are on reserve military duty. People are losing their lives and livelihoods.
No end date, no clear endgame, no horizon.
