Malta's police commissioners have continually asserted themselves to be a key failure in the fight against corruption. No better evidence of state capture than its failure to raid a state agency in connection with a Montenegro corruption probe on order of an inquiring magistrate.

Hundreds of millions lost to a corrupt deal that sold out #Malta's hospitals, a deal declared null by the Maltese courts after too long.
