R to @BeataSzydlo: The European Council has linked the change of the European Union system with the issue of accession negotiations with Ukraine and Moldova. This move is as perfidious as it is predictable. Supporters of changing the European Treaties, led by German Chancellor Olaf Scholz, have for a long time been spinning a narrative based on the thesis that the enlarged Union must be centralized.

The European Council conclusions adopted yesterday include, among others, the following provision:

"The European Council will address internal reforms at its upcoming meetings with a view to adopting conclusions on an action plan for future work by summer 2024."

This means that work on amending the European Treaties has officially started. The names of the Treaties are not mentioned in the conclusions, but the Treaties regulate the internal functioning of the Union. If there are to be "internal reforms", this means changing the Treaties.

Politicians and journalists who, after the vote in the European Parliament, started stating that "the Treaties will not be changed" simply do not know what they are talking about. This process is ongoing and is to be discussed at the European Council in 2024.
